No. It only applies to high education of U.S. educational institutes and doesn’t work for most educational institutes in the U.S. as well, just ones that are eligible. If you’re taking U.S. classes of high education online perhaps, you can get the discount, but it must be shipped within the U.S. states or have it shipped to a relative/friend on the mainland, and have them ship it to you. They won’t ship to P.O. Boxes.
