I am a teen and going to be driving soon, but i was wondering how does the wonderful grade discount work im asking two questions: What does your GPA need to be? (generally, i know maybe not all insurance companies will be the same), and do they go by each semester/quarter, or do they go by your accumulative GPA throughout your whole high educational institute years 9-12

You will usually need to maintain a GPA of 3.0 or higher. It would depend on the particular car insurance company if they will go by semester or by quarter but most go by semester. I really suggest you contact a few insures or browse through their online web pages to find out for sure.
Aside from wonderful educational institute student discounts there are also other discount options that you may be eligible for. Check out the article I referenced below.

Use the same coverage area, auto make and model, mileage and driving history to make sure you get an apples to apples comparison
